Manpower planning for the Dutch police

Objective
The Dutch police force is planning to add 4000 full-time employees by the year 2010. This master thesis looks at how the police force should facilitate this growth, particularly given that a new education system has only recently been introduced, enabling trainees to be employed part-time during their studies.

Approach
To address the problem, a manpower planning model was developed, based on a linear programming model and implemented using the modelling system AIMMS. A sound mathematical formulation of the problem was firstly developed and several additional restrictions introduced, to increase similarities between the model and the real world.

Results
This model has proved to be a very useful tool for supporting decision-making within the Dutch police force and has provided significant insight into manpower flow within the organization. A great advantage of implementing the model in AIMMS is that different scenarios can easily be constructed and run one after another.
